Municipal demarcation and legislation is a key area of expertise, with City Insight having undertaken numerous investigations for the Municipal Demarcation Board, researching and advising on potential municipal boundary changes as well as the impact of municipal mergers.
In South Africa, the Municipal Demarcation Act of 1998 provides the legal framework for the creation, dissolution, and reconfiguration of municipalities. The Act outlines the criteria and procedures for determining municipal boundaries, including considerations such as the population size, economic viability, and geographic characteristics of the area.
Projects have also included providing advice to municipalities on demarcation and categorisation issues, in particular where local municipalities are seeking re-categorisation as a metropolitan municipality.
