Development of a collaborative framework guiding powers and functions in South Africa. This analysed the constitutional and legislative framework into the de facto and de jure allocation of powers and functions. It also evaluated the challenges associated with implementing powers and functions in municipalities.
A review of the powers and functions being exercised by municipalities in Gauteng.
A legislative review of Ministerial authorisation with respect to water, electricity, sanitation and health and the development of draft regulations in this regard.
